San Juan Avenue and F Street Project

Street Surface preservation for all users
Project Update: June 5, 2025
The City of Port Townsend will be performing tree work along San Juan Avenue from intersections with 19th Street and F Street along the Port Townsend Golf Park. This work supports a road preservation project that is scheduled later this summer to apply chip seal to the road surface of San Juan Avenue and other nearby roads.
View a map of the tree work to be performed linked at the bottom of this page. 10 trees to be removed due to pavement damage or poor tree health/tree defects, and 6 trees will be pruned (large limbs over roadway).
Trees removed will be replaced at a 2:1 ratio (two trees planted for every tree removed. A total of 20 trees will be planted). Planted trees will go in same location or different locations nearby in golf park or other areas close by. Trees will be replaced with tree species recommended on City's Urban Forestry website. Project Schedule & Construction Notices
- Tree work is anticipated to be start Mid-June to Late-June. Once tree work starts, the work anticipated to take up to 4 days to complete.
- Equipment staging may begin a week before work is scheduled.
- Work hours will be between 7:00AM and 6:00PM.
- Work will result in temporary road closure to all traffic (vehicular, bicycle, pedestrian) at both ends of San Juan Avenue for up to four days.
- The portion of San Juan Avenue in between both intersections may still be accessed by local traffic from 20th, 22nd, 24th, and 25th Streets.
- All local residences can still access homes along San Juan Avenue via 20th, 22nd, 24th, or 25th Streets. Traffic will be guided by flaggers when necessary.

Project Overview
This project involves roadway preservation and surface improvements on San Juan Avenue and F Street, including much needed repairs to the bike lanes, which are cracked and buckled in numerous places due to tree root growth, causing a safety hazard. Road preservation for San Juan and F includes removing and replacing trees that have damaged the pavement, repaving sections of asphalt, application of chip seal, and painting new traffic markings.
Both San Juan Avenue and F Street are now over 20 years old since their last resurfacing. This is well past the typical interval for preservation treatment of a roadway. With the application of chip seal, we will extend the life of both of these streets another 15-20 years so that this thoroughfare will be a smooth ride & safe for all users well into the future.
Total project cost is approximately $418,550. Funding consists of $260K Transportation Improvement Board grant funding and $170,000 in City TBD funds.
Project is tentatively scheduled as follows:
Road preparation (includes paving and tree work) May-June 2025
Chip seal application: July-August 2025
Paint new traffic markings: September 2025
There will be temporary road closures during each phase of this project.
