Medical Insurance - Plan A
The City pays 90% of the premium for employee, spouse, and dependents up to age 26. Each employee must be compensated 80 or more hours during the preceding month for the payment to be made on their account. This plan is administered by WA Teamsters Welfare Trust Fund.

Dental Insurance - Plan B
The City pays 90% of the premium for employee, spouse, and dependents up to age 26. This plan is administered by WA Teamsters Welfare Trust Fund.

Vision Insurance - Plan EXT
The City pays 90% of the premium for employee, spouse and dependents up to age 26. This plan is administered by WA Teamsters Welfare Trust Fund.

Time Loss/Short Term Disability
Plan C benefits of $200 per week.

Life & AD&D Insurance
The City pays 90% of the premium for employee. 

  • Plan A provides Life and AD&D insurance of $30,000 for each employee and Life of $3,000 for each dependent.
  • Disability waiver provides an additional 9 months of contribution waivers under the medical plan.

Retirees' Welfare Trust - RWT Plus Plan
Employees contribute 10% of the monthly payment for the Retirees' Welfare Trust program. 

Deferred Compensation Program
An optional 457(b) program offered through Washington State Dept. of Retirement Systems for employees to set aside a portion of their earnings for retirement. A pre-tax and a Roth option are available.

State Pension Plan
Employees are enrolled in the Washington Department of Retirement Systems, Public Employees’ Retirement System (PERS) Pension Plan. Employee’s choice of PERS 2 or 3. Employees have 90 days from first date of hire to make a decision. Employees will automatically default to Plan 3 with Contribution Rate Option A (5%) and the Self-Directed Investment Fund if that decision is not made. Your plan choice decision, whether by active choice or by default, is irrevocable. You will not be able to choose another plan in the future.

Teamsters Union Dues
Employee’s initiation fee is $100 and monthly dues are 2.25 of hourly wage x the base hourly rate rounded to the nearest dollar.

Teamsters Pension
Employer contributes .25 per hour based on 173.33 hours a month. Employee’s contribution is based on the department. Please go to wctpension.org for more information.

Vacation Leave
Beginning the first day of employment, employees accrue vacation at 8 hours per month for the first 12 months. The City uses a graduated accrual schedule based on completed years of service. Max accrual 240 hours.

Sick Leave
Employees accrue 8 hours of sick leave per month, beginning the first day of employment. Max accrual 1440 hours.

Holidays
The City recognizes twelve paid holidays. The City also provides up to three floating vacation days each calendar year based on years of service.

Pay Dates
Employees are paid on the 7th and 22nd of each month.

 

Non-Represented EMployees

For benefit-eligible employees working 20-39 hours per week, benefit premiums are prorated.

Medical Insurance
The City pays 85% of the premium for employee, spouse, domestic partner, and dependents up to age 26 covered by the PPO or HMO plans.  All medical plans are administered by Association of Washington Cities (AWC), and employees are offered their choice of medical coverage: 

  • Regence HealthFirst 250 (a PPO plan)
  • Kaiser Permanente Access PPO - 250

Dental Insurance
The City pays 85% of the premium for employee, spouse, domestic partner, and dependents up to age 26. These plans are administered by AWC, and employees are offered their choice of plans: 

  • Delta Dental Incentive Plan J with an annual maximum benefit of $1,500.
  • Willamette Dental. No annual maximum, no deductible, $15 per visit. 

Vision Insurance
The City pays 100% of the premium for employee, spouse, domestic partner, and dependents up to age 26. Administered by AWC. Vision coverage with no deductible is through Vision Services Plan (VSP).

Life and AD&D Insurance

  • The City pays 100% of the premium for employee.
  • A group term life insurance policy is offered with a salary-based benefit. 
  • Accidental Death and Dismemberment (AD&D) coverage is also included.
  • Supplemental insurance is available for employee, spouse, and/or dependents at group rates. If applying within 30 days of hire, there is a guaranteed issue amount.

Employee Assistance Program
Confidential counseling assessments and referral services are available to employees and family members for personal and/or work-related issues.

Long Term Disability Protection
The City pays 100% of the premium for employee. Benefits administered by AWC:  60% benefit – 90-day elimination. Max $12,000.

Long Term Care
The City pays 100% of the premium for the employee. Benefits administered by Unum: three-year and $2,000. Employee can choose to buy up to life benefits.

Flexible Spending Account
Employees may elect to start two separate tax-free accounts through medical premium rate reduction of 5%. One account may be used to pay for health-related expenses and the other account for eligible dependent care costs.

Police Department Local Union #589

Retirees' Welfare Trust - RWT Plus XL Plan
Officers contribute 100% of the monthly payment for the Retirees' Welfare Trust program. The City makes an additional contribution to medical benefit premiums in lieu of contributions to Retirees' Welfare Trust.

State Pension Plan
Officers are enrolled in the Washington Department of Retirement Systems, Law Enforcement Officers and Firefighters (LEOFF) Pension Plan.

Deferred Compensation Match Program
An optional 457(b) program offered through Washington State Dept. of Retirement Systems for employees to set aside a portion of their earnings for retirement. A pre-tax and a Roth option are available.The City provides a 50% match on contributions, up to 4% of the officer’s annual base earnings.

Teamsters Union
Employee's initiation fee is $100 and monthly dues are 2.25 of hourly wage x the base hourly rate rounded to the nearest dollar.

WA Council of Police & Sheriffs
$10.00 per member per month

Vacation Leave
Beginning the first day of employment, employees accrue vacation at 8 hours per month for the first 12 months. The City uses a graduated accrual schedule based on completed years of service.

Sick Leave
Officers accrue four hours of sick leave per pay period, beginning the first day of employment.

Holidays
The City recognizes twelve holidays each calendar year. Officers receive a holiday bank of 10 hours per month, in recognition that not all officers can be scheduled off for each holiday.

Pay Dates
Employees are paid on the 7th and 22nd of each month.
