Pay Your Utility Bill

Utility bills are generated the last day of the month and payments are due by the 20th of the following month. Payments received after the 25th of the month may not be reflected on the bill. We accept payments via credit card, cash, check, and money order.

Note: If you are looking to establish service at your new residence, please submit a Home Owner Application or Tenant Application. If you would like to close an existing account and request a final bill, please email us at ptutilities@cityofpt.us at least one business day prior to the day you wish to discontinue service and include your forwarding address. 

UNDERSTANDING YOUR BILL

 

Your bill is made up of monthly base and consumption fees for water, wastewater and stormwater. The amounts charged for service represent base fees for the stated month plus consumption-based usage fees for water used between the dates listed as "previous reading" and "current reading" under the meter reading section of your bill. The City of Port Townsend’s new online portal, CivicPay, provides utility customers up-to-date access to their account(s), including payment and adjustment history, monthly water consumption reports, as well as online payment options: pay using your credit card or bank account, make either a one-time payment or enroll in recurring, monthly automatic payments.

Hand-Delivered payments may be placed in the payment dropbox located to the right of the front doors of City Hall 24/7. The box is checked regularly Monday-Friday.

You may also drop off payments at the City Hall front desk, Monday-Thursday, 9:00 a.m. - 4:00 p.m.

ADDITIONAL BILLING INFORMATION

Delinquent Accounts. Utility bills for which payment is not filed and received by the 20th of the month shall be considered delinquent. Delinquent accounts will be assessed a minimum penalty of $5.00 or 1½% (whichever is greater) of the outstanding balance per month. Accounts more than two months past due are eligible for water shut off. Customers will be notified in advance of the City water shut off procedure and payment guidelines

Income-Based Utility Discount. The City offers a Income-Based Discount Program for qualifying residents for their primary residence. 

New Accounts. If you have purchased a new property you can complete a Home Owner Utility Service Application. If you are a new tenant moving in, the property owner or landlord must complete and sign a Tenant Utility Service Application.

Closing Accounts. Contact the Finance Department to set up or close a utility account within 48 hours of your move to allow time for a final meter reading and account processing.

Water Line Issues. Located and fixed a water line leak? You may qualify for an account adjustment. Complete and submit a Leak Credit Request.
