Improving Pedestrian & Bicycle Safety

Project Overview

This project will close a non-motorized transportation route gap by constructing approximately 800 feet of sidewalk on the southern side of SR20 between Logan Street and Hancock Street. This segment of SR20 crosses a topographical feature known as “Bishop Canyon”. Project components to be considered during design include lane width reduction, raised crosswalk, RRFBs, crossing markings, illumination including free-standing light standards and luminaires mounted to existing JPUD poles, curb ramps, buffered bike lane, replace gravity sewer main, and sidewalks. The City has been selected to receive $1,234,000 in state funding from the Pedestrian & Bicycle Safety Program utilizing Climate Commitment Act (CCA) funds (see award letter and project summary under separate cover). It is anticipated that funding for the PE phase will be obligated in October 2025.

 

Project Area

 
This project will: 

1) At the intersection of SR 20 and Logan St:

  • Mark high-visibility crosswalk for west and south ends
  • Construct four ADA curb ramps

2) At the intersection of SR 20 and Hancock  St:

  • Construct raised crosswalk with pedestrian signal or rectangular rapid flashing beacon for west end
  • Mark high-visibility crosswalks for north and south ends 
  • Construct eight ADA curb ramps 
  • Bicycle crossing markings for west end

3) On SR 20 from the vicinity of Logan St to the Hancock St:

  • Construct 6' sidewalk on the south side of the road (connecting to existing sidewalk at west end and Hancock at east end)
  • Narrow travel lanes to 10 feet
  • Develop buffered bike lanes
    • Minimum 4.5 foot bike lane w/ 1.5 foot buffer on north side
    • Min 5 foot bike lane w/1.5 foot buffer on south side

The SR20 (Bishop Canyon) Bike and Pedestrian Safety Project  is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-andinvest dollars to work reducing climate pollution, creating jobs, and improving public health.
