UTILITY: Does the City offer an income-based discount?

The City of Port Townsend offers a program to certain income-qualified residents that yields a reduction between 25% to 75% off base rates for water, sewer and storm services provided by the City.  Acceptance into the discount program also provides a 50% discount on solid waste services provided by Olympic Disposal to customers inside City limits (who are required to have the mandatory minimum service level).
