This sculpture, along with twelve others placed at strategic locations in the counties bordering the Puget Sound, was commissioned by the Puget Sound Water Quality Action Team {PSWQAT) to commemorate citizens' environmental efforts to restore and preserve the local watersheds. The salmon and cedar embossed images and bronze oyster apex are indicative of the Puget Sound. A map of Puget Sound, engraved in the bronze oyster, links the individual structures together to form the boundary of Puget Sound.
The bronze stripe on the side reads: "To honor the caring citizens, governments, tribes and businesses of Jefferson County for lasting stewardship of Puget Sound. Puget Sound Water Quality Authority 1996."
